老旧小区改造的“EPC+O+F”模式探索

Exploration on EPC+O+F Model for Old Residential Community Renovation

摘要 我国的老旧小区存在的房屋状况差、基础设施缺乏、物业管理混乱等一系列问题。在全国范围内实施老旧小区改造有利于提升居民的生活水平和幸福感,并利用我国庞大的房地产存量拉动内需,平稳经济。为解决老旧小区改造设计、施工、运营、管理等问题,同时为化解老旧小区在改造过程中的资金瓶颈,结合老旧小区改造及物业管理实际,提出“空间换时间、市场换项目”的工作思路,采取“EPC+O+F”(融资、建设、运营管理)综合一体化模式进行探索。将EPC+O+F模式在洛阳市龙瑞社区进行实践,经计算,投资回收期约13.8 a。 Old residential communities in China are suffering from a series of problems such as poor housing conditions,lack of infrastructure,and chaotic property management.The nationwide implementation of old residential community renovation not only is conducive to improving residents'living standards and sense of wellbeing,but also can boost domestic demand and the economy using China's huge real estate stock.In order to solve the problems of design,construction,operation and management of old residential community renovation,and to solve the financial difficulties,the strategy of"space for time,market for project"was proposed and the"EPC+O+F"model,a comprehensive and integrated model combining engineering procurement construction,operation and financing,was adopted.The EPC+O+F model was put into practice in Longrui Community in Luoyang City,Henan,and the payback period was calculated to be about 13.8 years.
