本地要素和创新生态的开放性与后发地区人工智能产业发展——以成渝都市圈为例

摘要 数据、算法、算力、应用场景和人才是人工智能产业发展的基本要素。人工智能产业属于战略性新兴产业,大都起源于创新资源丰富的发达国家和地区。对于后发国家和地区而言,拥有创新资源的区域科技创新中心具备发展人工智能产业的基本条件。在初始阶段,基于本地要素的创新创业活动是人工智能产业发展的基本动力。同时,培育和发展有利于促进本地与发达国家和地区创新要素相互结合的开放创新生态,是加速区域人工智能产业发展的重要因素。积极推动应用场景开放、加快优势产业智能化进程、引进外部创新资源和推动本地企业积极参与外部人工智能开放创新平台企业主导的创新生态,形成具有全球竞争力的人工智能产业集群,是后发国家和地区人工智能产业发展的战略选择。 Data,algorithms,computing power,application scenarios,and talents are the basic elements for the development of the artificial intelligence indus-try.Artificial intelligence is a strategic emerging industry,mostly originating from de-veloped countries and regions with abundant innovation resources.For developing coun-tries and regions,regional science and technology innovation centers with innovative re-sources have the basic conditions to develop the artificial intelligence industry.In the initial stage,innovation and entrepreneurship activities based on local factors are the first driving force for the development of the artificial intelligence industry.At the same time,cultivating and developing an open innovation ecosystem that is conducive to pro-moting the integration of innovation elements between local and developed countries and regions is an important factor in accelerating the development of regional artificial intel-ligence industry.Actively promoting the opening of application scenarios,accelerating the intelligent process of advantageous industries,introducing external innovation re-sources,and actively participating in the innovation ecosystem led by external artificial intelligence innovation platforms,forming a globally competitive artificial intelligence industry cluster,is a strategic choice for the development of artificial intelligence indus-try in latecomer countries and regions.
