光明科学城建设中的中国香港科创经验借鉴与合作展望

References of Hong Kong's Science and Technology Innovation Experience and Prospects for Cooperation in the Construction of Guangming Science City

香港地区以一隅之地成为国际大都市,其发展经验对于内地城市,尤其是与香港地区毗邻的深圳有着重要的借鉴意义。本文深入研究了香港地区科技创新发展过程中的经验,香港地区的科技创新水平之所以能达到今天的程度,与其教育资源丰富、国际化程度高、人才储备充足、制度体系完备等因素密不可分,这些都为光明科学城的建设提供了有利借鉴,但香港地区也由于对制造业重视程度不够、对人才吸引力不足、人地矛盾突出等原因,科创水平提升受到制约,这些也同样值得光明科学城警惕。此外,深圳光明科学城与香港地区方面具有极大的合作空间,双方可进一步优化通关政策,加强高校合作、人才交流、产业互补等,从而探索出一条深港科创合作的“光明路径”。

Hong Kong China,as an international metropolis in a small corner,makes its development experience important references for mainland cities,especially Shenzhen,which is adjacent to Hong Kong China.This article conducts an in-depth study of Hong Kong China's experience in the development process of science and technology innovation.The reason why Hong Kong China's science and technology innovation has today's achievement is insepa-rable from factors such as its rich educational resources,high degree of internationaliza-tion,sufficient talent pools,and sound institutional system.All these have provided useful references for the construction of Guangming Science City.However,Hong Kong China also restricts the further development of its scientific and technological innovation due to insufficient attention to manufacturing,insufficient talent attraction,and prominent man-land conflicts,which are also worthy of Guangming Science City's vigilance.In ad-dition,Shenzhen Guangming Science City has great space for cooperation with Hong Kong China.For this,Shenzhen and Hong Kong China can further optimize customs clearance policies and strengthen cooperation and exchanges in university cooperation,talent exchange,industrial complementarity,etc.,so as to explore a“bright path”of Shenzhen-Hong Kong China cooperation in terms of science and technology innovation.
