大数据赋能政府购买全民健身公共服务绩效精准管理研究

摘要 运用文献资料、逻辑分析等研究方法,剖析大数据赋能政府购买全民健身公共服务绩效精准管理的适应困境、模型构建及创新路径。研究认为:立足大数据赋能,政府购买全民健身公共服务面临责任主体间组织结构与环境适应性羸弱、绩效精准管理中大数据技术运用不足、主体难以精准认知绩效管理价值属性等适应困境。立足政府购买全民健身公共服务实际状况,基于结构重组(组织架构、主体权责、主体互动关系)、过程管理(绩效计划制定数字化、绩效评价科学化、绩效执行动态化、绩效评价结果应用精准化)、价值重塑(观念价值、治理价值、发展价值)构建“结构—过程—价值”理论模型。针对适应困境,提出创新路径:完善协同互动制度,构建权责明确的组织体系;优化绩效管理过程,聚焦数字化运行管理;树立绩效多元价值理念,强化大数据思维应用。 By employing research methods such as literature review and logical analysis,this study dissects the adaptation dilemmas,model construction,and innovative paths in the performance precision management of government’s purchase of public services for national fitness empowered by big data.The research posits that,based on the empowerment of big data,the purchase of public services for national fitness by the government faces adaptation dilemmas such as weak organizational structures and environmental adaptability among responsibility subjects,inadequate utilization of big data technology in performance precision management,and difficulty in the precise cognitive recognition of the value attributes of performance management.Grounded in the actual situation of the government’s purchase of public services for national fitness,a“structure-process-value”theoretical model is constructed,based on structural reorganization(organizational structure,subject rights and responsibilities,subject interaction relationships),process management(digitization of performance planning,scientific performance evaluation,dynamic performance execution,precise application of performance evaluation results),and value reshaping(conceptual value,governance value,development value).In response to the adaptation dilemmas,innovative paths are proposed:improving collaborative interaction mechanisms to establish an organization system with well-defined rights and responsibilities;optimizing performance management processes with a focus on digital operational management;and promoting a concept of diverse values for performance,enhancing the application of big data thinking.
