开放式研究生联合培养基地的制度构建与范例

Institutional Improvement of the Open Joint Cultivation Base of Graduate Students

开放式研究生联合培养基地是深度融合了政府、高校和企业的教育、人才、产业等资源优势,形成的政、产、学、研、用高度协同和开放服务的研究生联合培养平台。以广东省研究生联合培养基地(佛山)为例,提出了开放式研究生联合培养基地的概念与内涵,探讨了基地建设与运行所需的制度框架及制度建设,包括政府的资金、人员、研究生指标等支持政策;基地运行、经费使用、信息化、导师、学生等各项管理制度;质量保障所需的监督检查,学生、企业、导师分类考核、评价制度,优秀学生、导师评选办法,企业示范点遴选与动态调整制度;企业、高校制定的课程、实践、论文、成果等联合培养相关制度。为国内联合培养基地标准化、规范化建设提供借鉴。

An open joint cultivation base of graduate students is the opening service platform and synergy platform which is assemble education,talents,and industrial superiority from government,universities,and enterprises.In this paper,a case study of the joint cultivation base of graduate students,Guangdong Province(Foshan city)is made,the concept and connotation of the base of graduate students were defined,and the institution system and construction content of the base were discussed.The institution system includes four levels.The first is government level,such as manager,capital,enrollment target.The second level is management level,such as management institution system of the base operation,fund utilization,information platform management,student and tutor management,appraisal and evaluation institution system of student,tutor,and enterprise.The third and fourth level are management institution system of university and enterprise,such as course,paper,practice.The results will offer help for standardization of the open joint cultivation base of graduate students.
