德国政府新设转化与创新署——应用科学大学特色化发展的新契机?

摘要 德国政府试图通过设立一个新的国家科研资助机构来扩展国家资助体系下的科研、科研成果转化和创新生态系统。一直以来,德国科学基金会(DFG)都以资助德国综合性大学的基础研究为重。现在,新设立的德国转化与创新署(DATI)将特别向与企业进行密切合作、扎根于地方的应用科学大学提供资助。随着该机构的成立,德国联邦政府致力于实现知识和创新更为迅速地转化为应用、转移到企业以及创建新的商业模式。文章介绍了德国转化与创新署的纲领和首个资助项目,将其与联邦飞跃式创新促进署(SPRIND)进行区分,并探讨了该机构的成立为应用科学大学的进一步特色化发展进程带来的机遇。 The German ecosystem of state research,transfer and innovation funding is being expanded to include another state funding institution.While the German Research Foundation(DFG)traditionally supports basic research at German universities,the German Agency for Transfer and Innovation(DATI)is intended to specifically target its funding instruments at the regionally rooted universities of applied sciences that cooperate closely with corporate practice.With its founding,the federal government is pursuing the goal of transferring knowledge and innovation more quickly into applications,companies and new business models.The article presents the conceptual key points and initial funding lines of the DATI,differentiates it from the Federal Agency for disruptive Innovation(SPRIND)and examines the opportunities for further profile-building processes that the founding of DATI brings with it,especially for universities of applied sciences.
