俄罗斯地方创业型大学的生成轨迹、组织转型与三螺旋模型发展研究——基于TUSUR的个案分析

创业型大学作为一种理念和模式已经在全球范围内得到普遍认可。托木斯克国立控制系统与无线电电子大学(以下简称TUSUR)作为俄罗斯第一所创业型大学,在充分践行三螺旋模型的基础上,努力进行大学治理的变革和广泛参与产学研合作,并在组织转型上不断进行五种要素的积累和集成,现已深深扎根于托木斯克地区的创新生态系统当中,引领着托木斯克地区不断走向全俄甚至全球科技前沿,这一切也源自于其成功的战略理念和有效的实施策略。基于对其生成和发展过程的深入分析得到以下启示:地方应用型高校的成功转型有赖于国家对创业型大学的大力引导和支持,但从地方应用型高校自身出发来看,成功转型不仅取决于自上而下一以贯之的大学治理理念,还得益于权变型组织形态对外部环境的快速反应。

As an idea and model,entrepreneurial university has been widely accepted in the world.Tomsk's State University of control systems and radio and electronics(TUSUR),the first Russian en-trepreneurial university,has fully implemented the triple helix model,the transformation of university governance and extensive participation in industry-university-research collaboration,as well as the accumulation and integration of the five elements of organizational transformation,are now deeply em-bedded in the innovation ecosystem of the Tomsk region,leading the Tomsk region to the forefront of all Russian and even global science and technology,all because of its successful strategic concept and effective implementation strategy.Based on the in-depth analysis of its formation and development process,the following enlightenment is obtained:the successful transformation of local applied univer-sities depends on the strong guidance and support of the state to the entrepreneurial universities,but from the point of view of the local application-oriented universities,the successful transformation de-pends not only on the top-down idea of university governance,but also on the quick response of the or-ganization form to the external environment.
