高端消费回流:扩内需促升级的重要举措

摘要 扩内需促升级,是中国经济发展的重要战略选择。内需是国民经济总需求的主体,是大国经济发展的核心动力,必须把扩大内需摆在极为重要的战略地位;推动经济转型升级则是推动高质量发展的内在要求和必然选择。消费在扩内需促升级中发挥着日益重要的作用。随着城乡居民收入水平不断提高,消费者对高端商品的需求不断增强,高端消费成为消费市场的一个重要维度。疫情暴发后,中国居民境外购物活动大幅减少,使得更多的高端消费流向境内市场。但自2023年以来,出境旅游和海外代购等形式的消费活动逐渐复苏,中国高端消费外流问题再次引起学术界和业界关注。高端消费回流是扩大内需、促进经济增长和结构升级的重要举措。当前,高端消费回流面临品牌影响力不足、价格竞争力缺失、服务需求未能得到充分满足等多重挑战,应从提高境内市场供给质量和品牌影响力、发展免税经济降低价格成本和税收负担、提升市场服务水平和体验感、积极应对全球供应链问题和风险等方面发力,主动引导高端消费回流。 Expanding domestic demand and promoting upgrading is an important strategic choice for China's economic development.Domestic demand is the main body of the total demand of the national economy and the core driving force for the economic development of large countries.Expanding domestic demand must be placed in an extremely important strategic position.Promoting economic transformation and upgrading is an inherent requirement and inevitable choice for promoting high-quality development.Consumption plays an increasingly important role in expanding domestic demand and promoting upgrading.As the income levels of urban and rural residents continue to increase,consumers'demand for high-end goods continues to increase,and high-end consumption has become an important dimension of the consumer market.After the COVID-19,the overseas shopping activities of Chinese residents have dropped significantly,leading to more high-end consumption flowing into domestic market.However,since 2023,consumption activities in the form of outbound tourism and overseas purchasing have gradually recovered,and the outflow of high-end consumption in China has once again attracted the attention of academia and industry.The return of high-end consumption is an important path to expand domestic demand,promote economic growth and structural upgrading.Currently,the return of high-end consumption faces multiple challenges such as insufficient domestic brand influence,lack of price competitiveness,and service needs that have not been fully met.We should enhance domestic market supply quality and brand influence,develop a tax-free economy to reduce price costs and tax burdens,improve market service levels and experience,and actively address global supply chain issues and risks,to guide the return of high-end consumption.
