As the national strategic scientific and technological innovation highland,national research institutions are always gathering places for top-notch scientific and technological talents,and the construction of its talent teams is the solid support for guaranteeing national security and gaining international scientific and technological competitive advantages.This study explains the strategic significance of national research institutions in the national scientific and technological innovation system by sorting out the characteristics of their development history,operation rules and missions,combining the urgent needs of Chinese national research institutions in attracting and gathering top-notch talents.More importantly,this study sums up the advanced experiences and practices of some top overseas national research institutions in attracting,training,managing and employing the talents,and provides a series of practical references and inspirations to the path of talent team construction for national institutions in China.
