大连海洋新兴产业发展的机会成本:抑制与纾解

Opportunity costs of developing emerging industries in Dalian’s marine economy:inhibition and relief

大连海洋经济对于地区经济发展日益重要,其中海洋新兴产业的发展更成为实践海洋强国战略、推动东北经济振兴的重要着手点。现阶段大连发展海洋新兴产业不具有比较优势,其高质量发展面临多种机会成本的抑制。分析了大连地区发展海洋新兴产业面临的机会成本内涵和主要种类,进一步发挥制度优势破解机会成本的主要路径。研究发现:企业发展、劳动力就业、金融机构融资放贷和技术创新等多个环节均存在机会成本的抑制;发挥制度优势可以从财税政策和行政管理政策2个角度入手设计对策,从而推动大连地区海洋新兴产业的有效发展。

Dalian’s marine economy is increasingly important for regional economic development,and the development of emerging marine industries has become an important starting point for practicing the strategy of strengthening the country by sea and promoting the economic revitalization of the northeast China.At present,Dalian does not have a comparative advantage in developing marine emerging industries,and its high-quality development faces the suppression of various opportunity costs.This paper analyzes the connotation and main types of opportunity costs faced by developing marine emerging industries in Dalian,and further probes into the main paths to crack the opportunity costs by giving full play to the institutional advantages.It is found that the opportunity costs are inhibited in many aspects,such as enterprise development,labor employment,financing and lending of financial institutions and technological innovation.To give full play to the institutional advantages,we can design countermeasures from the perspectives of fiscal and taxation policies and administrative policies,so as to promote the effective development of emerging marine industries in Dalian.
