日本公共图书馆数字包容服务实践及其对我国的启示

The Practice of Digital Inclusive Services in Japanese Public Libraries and Its Inspiration for China

在公共图书馆展开数字包容服务是解决数字鸿沟问题的重要现实路径之一。通过推进公共图书馆的数字包容服务,能够有效促进社会包容。文章采用文献分析法,对日本公共图书馆近年来所做的数字包容推进服务进行收集和分析,从法规、政策、图书馆行业的指引实践及图书馆自身的特色服务探索依次展开梳理研究,发现该国从宏观到微观推进图书馆数字包容的实践成效。同时,从中展望我国图书馆数字包容服务在补充法规政策、发挥行业指导作用、探索特色服务等方面的发展路径。

The development of digital inclusion services in public libraries is one of the important practical ways to solve the problem of the digital divide.Social inclusion can be effectively promoted by advancing digital in⁃clusion services in public libraries.This paper uses the literature analysis method to collect and analyze the digital inclusion promotion services made by public libraries in Japan in recent years,and sorts out the regu⁃lations,policies,guided practices of the library industry and the exploration of the library's own special servic⁃es.Discover the effectiveness of the country's efforts to advance digital inclusion of libraries from macro to mi⁃cro.At the same time,this paper looks forward to the development path of China's library digital inclusion services in supplementing regulations policies,giving play to the guiding role of the industry,and exploring characteristic services.
