分级诊疗背景下基层医疗卫生机构特色科室孵化中心遴选机制研究:以南京市为例

Selection Mechanism of Incubation Center of Characteristic Departments in Primary Medical Institutions under the Background of Hierarchical Diagnosis and Treatment:a Case Study of Nanjing

目的基于分级诊疗背景,构建基层特色科室孵化中心遴选评价指标体系,为省市基层医疗卫生机构特色科室孵化中心遴选提供参考。方法通过专家咨询和访谈法建立孵化中心遴选评价指标体系,运用层次分析法确定指标权重,经过专家咨询和访谈法制订评分细则。结果构建的基层特色科室孵化中心遴选评价指标体系包括5个一级指标和14个二级指标,一级指标中目标任务(0.2965)、项目介绍(0.2965)、预期效果(0.2070)权重较高;二级指标中基层特色科室孵化成效(0.1552)、孵化项目落实具体办法和举措(0.1482)、孵化团队组建情况(0.0988)、调研本专业领域在基层的需求和应用情况(0.0889)、制订基层特色科室个性化孵化计划(0.0889)组合权重较高。结论本研究构建的基层医疗卫生机构特色科室孵化中心遴选评价指标体系具有一定的科学性和可靠性,能够为孵化中心的遴选提供科学工具。

Objective To construct an evaluation index system for the selection of incubation centers of characteristic departments in primary medical institutions under the background of hierarchical medical system,so as to provide reference for the selection of incubation centers of characteristic departments in provincial and municipal primary medical institutions.Methods The evaluation indicators of incubation center selection were established through expert consultation and interview,and the weight of the indicators was determined by analytic hierarchy process.The corresponding scoring rules were formulated through expert consultation and interview.Results The evaluation index system for the selection of incubation centers of characteristic departments in primary medical institutions consisted of 5 first-level indicators and 14 second-level indicators.Among the first-level indicators,the weights of target task(0.2965),project introduction(0.2965)and expected effect(0.2070)were higher.Among the secondary indicators,the combination weight of incubation effectiveness of primary characteristic departments(0.1552),specific implementation methods and measures of incubation projects(0.1482),incubation team formation(0.0988),investigation of the needs and application of this professional field in primary care(0.0889),and formulation of personalized incubation plans for primary characteristic departments(0.0889)was higher.Conclusion The evaluation index system for the selection of incubation centers of characteristic departments in primary health institutions is scientific and reliable,and can provide a scientific tool for selection of incubation centers.
