基于项目管理高职院校采购体系优化策略研究

Research on optimization strategies of procurement system in vocational colleges based on project management

高职院校采购活动不仅是对物质资源的采购,也是对学术研究、教学质量和学校发展的战略性投入,每一个采购决策都蕴含着对学校长远发展的深思熟虑和责任担当。将项目化管理思维融入高职院校采购活动,有助于规范采购流程,提高采购效率,加大采购监督管理力度,对健全高职院校采购体系具有重要意义。文章在阐述项目化管理内涵的基础上,从采购项目立项、招标采购管理、定标审批、项目验收四个层面提出构建方法,并制订采购项目化管理体系实施的保障机制。

The procurement activities of vocational colleges are not only the procurement of material resources,but also strategic in⁃vestments in academic research,teaching quality,and school development.Every procurement decision contains deep consideration and re⁃sponsibility for the long-term development of the school.Integrating project-based management thinking into the procurement activities of vocational colleges helps to standardize the procurement process,improve procurement efficiency,enhance procurement supervision and management,and is of great significance for improving the procurement system of vocational colleges.On the basis of elaborating on the con⁃notation of project-based management,this article proposes construction methods from four levels:procurement project initiation,bidding and procurement management,bid approval,and project acceptance,and formulates a guarantee mechanism for the implementation of pro⁃curement project-based management system.
