严重精神障碍患者门诊救助及效果分析

Outpatient Assistance and Effect Analysis for Patients with Severe Mental Disorders

目的了解绍兴市越城区严重精神障碍患者门诊救助情况。方法回顾性收集2019一2022年纳入社区管理的严重精神障碍患者基本信息(包括年龄、性别、疾病诊断、贫困信息);收集门诊救助患者定点医院个人申请信息和就诊信息(包括就诊时间、诊断、诊疗费、检查费、药品费)。结果2019一2022年,门诊救助申请率分别为18.80%、17.96%、16.57%、16.60%,补助率分别为38.46%、38.21%、37.96%、36.20%;贫困患者门诊救助补助人次中位水平高于非贫困患者(p<0.05),补助次均费用中位水平低于非贫困患者(p<0.001)。结论门诊救助政策能有效减轻患者的药品负担,应通过优化申请流程、深化系统信息化和智能化建设、提高政策保障力度、加强政策宣传等提高政策执行质量。

Objective To understand the situation of outpatient assistance for patients with severe mental disorders in Yuecheng district of Shaoxing.Methods The basic information(including age,gender,disease diagnosis and poverty information)of patients with severe mental disorders who were included in community management from 2019 to 2022 were retrospectively collected.Personal application information and medical treatment information(including treatment time,diagnosis,diagnosis and treatment fee,examination fee and drug fee)were collected from designated hospitals.Results From 2019 to 2022,the application rates of outpatient assistance were 18.80%,17.96%,16.57%and 16.60%respectively,the subsidy rates were 38.46%,38.21%,37.96%and 36.20%respectively.The median level of outpatient assistance subsidy for poor patients was higher than that for non-poor patients(p<0.05).The average cost of outpatient assistance for poor patients was lower than that for non-poor patients(p<0.001).Conclusion Outpatient assistance policy can effectively reduce the drug burden of patients.It is necessary to improve the quality of policy implementation by optimizing the application process,deepening the development of system informatization and intelligence,improving policy support,and strengthening policy publicity.
