摘要
国家自2015年起实施科研经费“放管服”改革,旨在激发科研人员创新活力,提升国家科研水平。公立医院作为科研活动的重要力量,其科研经费管理面临着种类繁多、要求差异化大等问题,给科研人员带来较大困扰。为了更好地推进“放管服”改革,需要统一不同主管部门对经费的管理要求,简化预算科目,明确劳务费范围,避免同预算科目口径的差异对经费使用产生影响。公立医院应结合实际情况,制定符合自身特点的科研经费管理办法,优化管理流程,提高管理效率。
Since 2015,the state has implemented the reform of"decentralization,management service"for research funds,aiming to stimulate the innovation vitality of researchers and improve the national research level.As an important force of research activities,public hospitals are faced with many problems in the management of research funds,such as various types and large differences in requirements,which bring great troubles to researchers.In order to better promote the reform of"decentralization,management and service",it is necessary to unify the management requirements of different departments for funds,simplify budget items,clarify the scope of labor expenses,and avoid the impact of differences with the caliber of budget items on the use of funds.Public hospitals should combine the actual situation,formulate scientific research fund management methods that meet their own characteristics,optimize the management process,and improve management efficiency.
