青岛打造引领型现代海洋城市:现实基础与路径探索

Building a Leading Modern Marine City in Qingdao:Realistic Basis and Path Exploration

重要海洋城市作为发展海洋经济的排头兵和主力军,已成为建设海洋强国的重要空间载体和战略路径。青岛市提出打造引领型现代海洋城市的意义重大。本文从海洋资源配置功能、海洋经济增长能力、海洋科技创新策源能力、海洋生态示范效应等方面考察,发现青岛市已经具备高水平建设国际现代海洋城市、打造海洋城市标杆的现实基础。为此,青岛市应立足城市自身资源禀赋和发展优势,针对发展短板,突出引领型导向,以构建现代海洋产业体系为重点,探索建设引领型现代海洋城市创新路径。

As the vanguard and main force in the development of marine economy,important marine cities have become an important path to build a maritime power.In the new era,it is of great significance for Qingdao to build a leading modern marine city.From the perspective of marine resource allocation function,marine economic growth ability,marine science and technology innovation resource ability,marine ecological demonstration ability and other aspects,Qingdao has been equipped with a high-level construction of an international modern marine city and a realistic foundation to build a benchmark marine city.Therefore,Qingdao should base on its own resource endowment and development advantages,focus on the development weaknesses,highlight the leading orientation,focus on the construction of a modern marine industry system,and plan a breakthrough path to build a leading modern marine city.
