繁文缛节抑或有效规则:项目制技术程序有效吗?——基于30个案例的模糊集定性比较分析

Red Tape or Green Tape:Are the Rational Technical Procedures of the Project System Effective?——Qualitative Comparative Analysis of Fuzzy Sets Based on 30 Cases

项目制是国家治理体制的重要组成部分,彰显技术理性的复杂程序关乎项目制治理效能。借鉴新制度主义理论构建项目制技术程序的效用分析框架,以广东省30个省级财政支出项目为例,采用模糊集定性比较分析方法,探究项目制技术程序的有效性及作用机理发现,项目预算执行率高存在两种程序组态:强论证弱执行与强执行弱论证路径,揭示了差异化项目情景下技术程序的运作逻辑。决策维度与执行维度的程序呈现“强弱组合”,两者是“替补关系”而非“互补关系”,表明繁文缛节与有效规则并存,其中设定适当目标是确定的繁文缛节,其他程序的有效性与项目情景有关。为了革新项目制技术程序设计、剪除繁文缛节以及优化预算绩效管理,应采取针对性策略优化项目结果,并精减全过程绩效评价指标体系。

The project system is an important component of the national governance system,and the complex procedures that demonstrate technological rationality are related to the effectiveness of project system.Drawing on the theory of new institutionalism,a utility analysis framework of project system technical procedure is constructed.Taking 30 province-level fiscal expenditure projects in Guangdong Province as examples,the fuzzy set qualitative comparative analysis method is adopted to explore the effectiveness and mechanism of technical procedures.It is found that there are two procedural configurations for high project budget execution rates:path of strong-argumentation&weak-execution and path of strong-execution&weak-argumentation,revealing the operational logic of technical procedures in differentiated project scenarios.The technical procedures of decision-making dimension and execution dimension present a“strong-weak combination”,with a“substitute relationship”rather than a“complementary relationship”,indicating the coexistence of red tape and green tape.Setting appropriate goals is a determined red tape,and the effectiveness of other technical procedures is related to the project scenario.In order to innovate the technical procedures of project system,cut out red tape,and optimize budget performance management,targeted strategies should be adopted to optimize project results and streamline the comprehensive process performance evaluation index system.
