Guidance through Party Building in Resilience Governance of Community:Internal Mechanism and Practical Strategies

当前,社区成为抵御和应对风险扰动冲击的前沿场域,社区的韧性治理既符合时代背景,也契合基层社会治理体系和治理能力现代化的目标。但韧性社区的建构面临碎片化、原子化、淡漠化和单一化困境,松散的社会空间中如何找到一个主体和信念能迅速将社区主体集合起来,党建引领便成了关键载体。应以党组织具有的组织统筹、信任枢纽、嵌入动员和领导示范的优势破解韧性治理困境,通过多向度统筹挖掘社区资源,保障资源冗余性;搭建社区的沟通枢纽,增进内部信任;充分发挥嵌入和动员功能,保障社区组织力;领导和培育社区中多元主体,塑造共同体精神。

At present,community has become the forefront field of resisting and responding to the impact of risk disturbances.The resilience governance of communities is not only in line with the background of the times,but also in line with the goal of modernizing grassroots social governance system and governance capabilities.However,the construction of resilient communities is faced with challenges of fragmentation,atomization,indifference,and simplification.In a loose social space,how to find a subject and belief that can quickly gather community subjects becomes a key carrier for guidance through Party building.We should take the advantages of organizational coordination,trust hub,embedded mobilization,and leadership demonstration possessed by Party organizations to solve the dilemma of resilient governance,and explore community resources through multi-dimensional coordination to ensure resource redundancy;Building a communication hub in the community to enhance internal trust;Giving full play to the embedding and mobilization functions to ensure the organizational strength of the community;Leading and cultivating the multiple subjects in the community to shape the spirit of community.
