广东省产业园区绿色低碳标准体系框架构建

Framework Construction of Green and Low-carbon Standards System for Industrial Parks in Guangdong Province

产业园区作为区域经济发展的重要引擎,正成为落实“双碳”战略的先行区、示范区和主战场,广东作为中国经济发展的排头兵,拥有众多产业园区,研究构建广东省产业园区绿色低碳标准体系具有重要意义。本文在研究国内外产业园区绿色低碳标准化现状的基础上,提出了包括基础通用、规划建设、生产运营和管理评价四大子体系的广东省产业园区绿色低碳标准体系框架。建议在标准体系框架指引下,紧密结合政策、市场和技术发展需求,提出并推动落实重点标准的制修订工作,为广东省产业园区绿色低碳高质量发展提供有力的标准技术支撑。

As an important engine for regional economic development,industrial parks are becoming a leading area,demonstration area,and main battlefi eld for implementing the“carbon peak and neutrality”strategy.As a pioneer in China’s economic development,Guangdong province has numerous industrial parks,therefore the research on the construction of the green and low-carbon standards system for industrial parks in Guangdong province is of great signifi cance.On the basis of studying the current status of green and low-carbon standardization in industrial parks at home and abroad,this article proposes a framework for the green and low-carbon standards system of industrial parks in Guangdong province,which includes four subsystems:general aspects,planning and construction,production and operation,and management evaluation.It is recommended to closely combine policy,market,and technological development needs under the guidance of the standards system framework,propose and promote the revision of key standards,and provide strong standards technical support for the green,low-carbon,and high-quality development of industrial parks in Guangdong province.
