危险化学品企业双重预防机制数字化建设研究

Research on Digital Construction of Dual Prevention Mechanism in Hazardous Chemical Enterprises

为解决危险化学品企业风险分析不到位、隐患排查治理难追溯等突出问题,分析近十年化工行业较大及以上事故原因,提出基于最严重事故管控的危化品企业双重预防机制数字化建设思路。从有科学完善的工作推进机制、有全面覆盖的风险分级管控措施、有责任明确的隐患排查治理制度、有线上线下融合的信息系统、有奖惩分明的激励约束机制5个方面,给出“五有”标准,运用数字化方式实现双重预防机制建设。将风险管控措施转化为隐患排查内容,建立安全风险清单及隐患排查内容表,做好双重预防机制的基础工作,实现了风险分级管控与隐患排查治理有机融合。实践表明,该方法能够提高危化品企业风险管控和隐患排查治理水平,助力企业安全管理数字化转型。

In order to solve the outstanding problems such as inadequate risk analysis of hazardous chemical enterprises and difficult traceability of hidden danger investigation and management,the causes of large and above accidents in the chemical industry in the past decade were analyzed,and the digital construction of dual prevention mechanism for hazardous chemical enterprises based on the most serious accident control was proposed.From the five aspects of having a scientific and perfect work promotion mechanism,having a comprehensive coverage of risk classification control measures,having a clear responsibility for hidden danger investigation and management system,having an information system that integrated online and offline,and having an incentive and restraint mechanism with clear rewards and punishments,the“five having”standards were given,and the construction of a double prevention mechanism was realized by digital means.The risk control measures were transformed into hidden danger investigation content,the security risk list and hidden danger investigation content table were established,and the basic work of the dual prevention mechanism was done well,so as to realize the organic integration of risk hierarchical management and control and hidden danger investigation and management.Practice showed that this method can improve the level of risk control and hidden danger investigation and management of hazardous chemical enterprises,and help the digital transformation of enterprise security management.
