摘要
文化产业数字化政策是推动数字文化产业发展的重要工具。借助社会网络分析法,政策工具法以及PMC结构指数,构建政策主体、政策工具与政策效力三维量化评价框架,对2002年—2022年中央层面发布的71项文化产业数字化政策进行量化评价。研究表明,政策发文主体之间整体呈现出核心聚集、协同分散特征,供给型、需求型政策工具使用不足,所选政策样本的政策效力整体表现良好,但政策时效单一,且政策维度得分差异较大。基于此,提出提高政策效果和效率、优化政策工具包、提高政策的指导性等建议。
The digital policy of cultural industry is an important tool to promote the development of digital cultural industry.Quantitative evaluation and research on China’s digital policy of cultural industry can provide reference for the improvement of relevant policy systems.The article uses social network analysis,policy tool analysis,and PMC structural index to construct a threedimensional quantitative evaluation framework forpolicy subjects,policy tools,and policy effectiveness.It analyzes the content of 71 cultural industry digitalization policies released by the central government from 2002 to 2022,achieving quantitative evaluation.Research has shown that policy issuers generally exhibit core aggregation,collaborative dispersion,and insufficient use of supply and demand policy tools.The selected policy samples have overall good policy effectiveness,but the policy effectiveness is single,and there are significant differences in policy dimension scores.This article proposes optimization suggestions for the digitalization policy of China’s cultural industry.
