Implementation Progress and Countermeasures of Equalization of Basic Public Health Services

基本公共卫生服务水平是评价政府治理能力的重要指标,在我国城市化建设不断进展、乡村振兴与新农村建设不断进行的发展背景下,加强基本公共卫生服务均等化建设就成了医疗资源优化配置、提升基层医疗服务水平的主要工作。不同区域之间存在经济、医疗卫生资源、医疗技术、服务水平等方面的差异,尽管基本公共卫生服务均等化是当前医疗卫生工作的重点,但受到发展理念、法规、资金、人才等因素的影响,许多地区尚未达到基本公共卫生服务均等化的要求。对此,各地区政府以及相关部门应当深入剖析我国当前发展现状以及社会对基本公共卫生服务均等化建设的要求,补充现有法规的细则部分,增加政策与资金支持,重视人才培养,加强绩效管理与监督考核,推进基本公共卫生服务均等化建设。本文将介绍基本公共卫生服务均等化的内涵和目的,总结当前存在的问题,提出建设策略,以供参考。

The level of basic public health service is an important indicator to evaluate the governance ability of the government.Under the background of the continuous progress of urbanization,rural revitalization and new rural construction in China,strengthening the equal construction of basic public health service has become the main work to optimize the allocation of medical resources and improve the level of primary medical service.There are differences in economy,medical and health resources,medical technology and service level among different regions.Although equalization of basic public health services is the focus of current medical and health work,many regions have not yet met the requirements of equalization of basic public health services due to factors such as development concepts,regulations,funds and talents.In this regard,local governments and relevant departments should deeply analyze China's current development status and social requirements for the equal construction of basic public health services,supplement the detailed rules of existing regulations,increase policy and financial support,attach importance to talent training,strengthen performance management and supervision and assessment,and promote the equal construction of basic public health services.This paper will introduce the connotation and purpose of equalization of basic public health services,summarize the existing problems,and put forward construction strategies for reference.
