Integration of Five Governance Ways:The Internal Logic and Practical Progress of Modernizing Sports Governance in Urban Communities

城市社区体育治理现代化是推进中国式现代化进程中构建更高水平的全民健身公共服务体系的重要支撑。该研究运用文献资料和逻辑分析等方法,深入探讨了城市社区体育治理困境及其现代化发展的内在逻辑与实践进路。研究认为城市社区体育治理中面临着多维困境:协商共治的治理理念缺位,治理主体行动认知偏差;主体权责不清与结构失衡,协同治理模式尚未建立;配套保障机制缺失,服务内容治理效能低下。鉴于此,站在我国发展新的历史方位,根植于新时代“枫桥经验”的基层实践,借鉴“五治融合”的市域社会治理现代化理念,明晰了城市社区体育治理现代化的内涵特征,并从政治引领、法治保障、德治教化、自治强基、智治支撑等5个方面梳理了城市社区体育治理现代化的内在逻辑,最终提出了3条实践进路:坚持“以人为本”“党建引领”与“整体智治”理念,创新治理行为;推进社区体育治理机制完善与体育社会组织自治能力提升,实现多主体协同共治;加强法治建设、人才培养与技术应用,全面提升治理效能。

The modernization of urban community sports governance is an important support for the construction of a higher level of public service system for national fitness in the process of promoting Chinese-style modernization.The study uses literature and logical analysis to explore the governance dilemma of urban community sports and the internal logic and practical progress for its modernization.The study concludes that urban community sports governance is faced with the multi-dimensional dilemma of the lack of"consultation and co-governance"governance concept,the cognitive deviation of governance subject behavior;the ambiguity of the powers and responsibilities of the main bodies and the structural imbalance,the collaborative governance model has not yet been established;and the absence of the supporting guarantee mechanism and the low effectiveness of the governance of the service content.Standing in the historical position of Chinese modernization,rooted in the grass-roots practice of"Fengqiao experience"in the new era,drawing on the concept of"five rule integration"of municipal social governance modernization,the connotation and characteristics of modernizing sports governance in urban communities have been clarified,and the internal logic is sorted out based on the concepts of political leadership,rule of law,moral education,self-governance,and the.The internal logic of modernization of urban community sports governance is clarified in five aspects:political leadership,rule of law,moral education,self-governance and intellectual support.Three practical approaches are then proposed:adhere to the concepts of"people-centred","party building leadership"and"holistic intellectual governance"to innovate governance behaviors;promote the improvement of community sports governance mechanisms and the enhancement of the self-governance capacity of sports social organizations to achieve multi-purpose governance;and strengthen the rule of law,talent training and technology application to comprehensively enhance the effectiveness of governance.
