“数据殖民主义”即数字垄断寡头与西方发达国家以算法为手段,以数据为原材料对广大世界人民和发展中国家展开财富与资源掠夺的形式。借助西方发达国家掌握的权力资源,“数字殖民者”建立了由“数字封建主义”和“数字垄断”构成的“数字殖民体系”。相比因特网时代,“数字殖民主义”对世界人民和经济欠发达国家产生了更消极的影响。为此,我国更应重视数字技术的发展对国际社会各个领域的影响,以便更好地应对“数字殖民”所带来的风险。

"Data colonialism"means that digital monopolies and Western developed countries exploit use algorithms as a means and data as raw materials to plunder wealth and resources from the people around the world,particularly developing countries.With the help of the power resources held by Western countries,contemporary"digital colonists"have established a"digital colonial system"composed of"digital feudalism"and"digital monopoly."Compared with the Internet era,"digital colonialism"has been exerting a more negative impact on the people of the world and economically less developed countries.For this sake,China should pay more attention to the influences of digital technology on various domains of the international community with a view to better deal with the risks brought about by"digital colonization".
