中国工程总承包模式应用障碍与对策研究

Research on the Application Obstacles and Countermeasures of the General Contracting Mode in China

工程总承包模式(以下称总包模式)是我国建筑业鼓励推行的一种交易模式,它是破解我国建筑业“大而不强”问题的关键因素之一。针对我国总包模式推行情况不理想的问题,采用问卷调查法、现场调查法,对总包模式推行的影响因素开展问卷调查。在此基础上,全面分析调查问卷的结果,并据此提出阻碍总包模式推行的因素。最后,提出对策。研究认为,总包模式能够从根本上解决我国建筑业内耗严重、劳动生产率不高等问题,其推行是一个由政府主导,建设单位、其他市场主体参与的系统工程。

The general contracting mode(hereinafter referred to as GCM)is a transaction mode encouraged by China's construction industry,which is one of the key factors to solve the problem of"big but not strong"in China's construction industry.In view of the unsatisfactory promotion of the GCM in China,the questionnaire survey and on-site investigation are used to investigate the influencing factors of the implementation of the GCM.On this basis,the results of the questionnaire are comprehensively analyzed,and the factors that hinder the implementation of the GCM are put forward.Finally,the countermeasures are put forward.The study shows that the GCM can fundamentally solve the problems of serious internal consumption and low labor productivity in China's construction industry,and its implementation is a systematic project led by the government,with the participation of construction units and other market entities.
