基于生态系统服务价值评估的辽东绿色经济区生态补偿量化研究

对辽东绿色经济区进行生态系统服务价值及生态补偿研究,充分挖掘辽东绿色经济区的生态资源优势,为建立区域生态补偿机制提供科学依据。通过土地利用遥感数据和社会经济统计数据,基于生态系统生产总值核算方法,对辽东绿色经济区2019年生态系统服务价值、生态补偿优先级指数和生态补偿额度进行计算和分析,并将基于水权交易和碳汇交易方面的生态补偿进行市场化。结果表明:辽东绿色经济区2019年生态系统服务价值为2657.19亿元,生态补偿金额范围在26.80亿—260.69亿元,辽东绿色经济区大伙房水库水权交易价格在5.26元/m^(3),辽东绿色经济区绝大部分地区呈碳赤字,需进行碳生态补偿。辽东绿色经济区生态补偿仍需进一步加强,研究结果对于平衡生态、经济协调发展和区域生态补偿机制的建立提供一定参考。

To study the value of ecosystem services and ecological compensation in Liaodong Green Economic Zone,fully exploit the ecological resource advantages of Liaodong Green Economic Zone,and provide scientific basis for the establishment of regional ecological compensation mechanism.Through land use remote sensing data and socio-economic statistics,based on the method of accounting for gross ecosystem product,the value of ecosystem services,ecological compensation priority index and ecological compensation in Liaodong Green Economic Zone in 2019 were calculated and analyzed,and ecological compensation based on water rights trading and carbon sink trading aspects were marketed.The value of ecosystem services in Liaodong Green Economic Zone in 2019 was 265.719 billion yuan,the ecological compensation amount ranged from 2.68-26.069 billion yuan,the water rights trading price of Dahuofang Reservoir in Liaodong Green Economic Zone was 5.26 yuan/m^(3).Most of the areas in Liaodong Green Economic Zone are in carbon deficit and need carbon ecological compensation.The ecological compensation of Liaodong Green Economic Zone still needs to be further strengthened,and the study provides certain reference for balancing the uncoordinated development of ecology and economy and the establishment of regional ecological compensation mechanism.
