政策工具视角下我国土壤修复投融资政策文本分析

基于Howlett&Ramesh政策工具分类方法,结合我国土壤修复五类主体构建二维分析框架,通过对2013—2022年我国土壤修复投融资政策进行文本收集、筛选、编码,分别从政策工具维度、目标主体维度以及两维度交叉分析政策工具的使用情况和政策作用目标主体的情况,为土壤修复投融资政策的制定提供参考。研究表明,我国土壤修复政策工具的使用以政府决策为主导,社会资本参与不足。提出完善土壤修复投融资政策、均衡使用政策工具、充分发挥社会资本的作用等建议。

Based on the classification method of Howlett&Ramesh policy tools,this paper constructs a two-dimensional analysis framework based on the five types of soil remediation subjects in China,and analyzes the use of policy tools and the situation of policy role target subjects from the dimension of policy tools,target subjects and two-dimensional cross-analysis by collecting,screening and coding soil remediation investment and financing policies during 2013-2022,so as to provide reference for the formulation of soil remediation investment and financing policies.The results show that the use of soil remediation policy tools in China is dominated by government decision-making,and the participation of social capital is seriously insufficient,and then suggestions are put forward to improve soil remediation investment and financing policies,use policy tools in a balanced manner,and give full play to the role of social capital.
