极端动物保护行为的治安风险及其治理对策

Public Security Risks of and Countermeasures Against Extreme Animal Protection Behaviors

随着公众权利意识的不断提升,动物权益保护逐渐成为一项热点话题,但也导致以违法违规的极端行为方式保护动物权益的案(事)件时有发生,引发国家和社会的密切关注。所谓极端动物保护行为,是指某些团体和个人,基于盲目、激进的动物保护理念,通过采取暴力、胁迫等违法违规手段进行动物权益保护的行为。其出现的原因包括我国动物保护立法的缺位、境外势力的干预以及责任主体的划分不清。极端动物保护行为存在威胁公共安全、引发社会意识形态偏差、危害我国国际形象和国家安全的治安风险。对极端动物保护行为的治理,需要以“协同治理”为着眼点,构建多部门沟通协作的应对机制,加强舆论引导和教育宣传,完善动物保护立法并强化监督管理工作。

With the increasing public awareness of rights,animal rights protection has gradually become a hot topic,but it has also led to the occurrence of cases(incidents) of protecting animal rights and interests by means of unlawful and illegal extreme behaviors,which has triggered the close attention from the state and the society.The so-called extreme animal protection behaviors refer to the behaviors of protecting animal rights by unlawful and illegal means such as violence and coercion by certain groups and individuals based on the blind and radical animal protection concepts.This behavior can be attributed to the lack of animal protection legislation in China,the intervention from foreign forces and the unclear division of the subject responsibility.Extreme animal protection behaviors have the security risk of threatening public security,triggering social ideological deviation,and jeopardizing China's international image and national security.In order to manage extreme animal protection behaviors,focusing on collaborative management,it is necessary to build a multi-sectoral communication and collaboration response mechanism,strengthen public opinion guidance and education,improve animal protection legislation and strengthen supervision and management.
