炼化企业竞争力分析与提升创新实践

摘要 能源转型背景下中国炼化行业面临结构性产能过剩问题,同时因地缘政治等因素造成原油价格大幅波动,炼化企业应对风险能力和盈利水平降低。为锚定高质量发展目标,有效提升炼化企业竞争力,采用波特钻石理论模型对炼化行业的竞争力进行了分析,采用SWOT分析模型对某炼化企业的竞争力进行关键要素分析,进而论述了炼化企业竞争力提升的思路和方法,以及该炼化企业竞争力提升的良好创新实践。基于SO提出炼化企业加强顶层设计,“做实两端、提升中间”的新型“六字形”优化管理体系;基于ST提出上下游一体化协同、园区一体化协同、企业一体化协同全维度推动端到端的优化提升;基于WO提出炼化企业向化工型炼厂转型和绿色低碳转型的创新实践;基于WT提出炼化企业应对原油价格巨幅波动防范大幅跌价损失的风险管控措施。 China′s refining and petrochemical industry faces structural overcapacity in the context of energy transformation,and crude oil prices fluctuate significantly due to geopolitical and other factors,reducing the refining and petrochemical companies′ability to cope with risks and their profitability.In order to be anchored to the goal of high-quality development and effectively enhance the competitiveness of refining and petrochemical companies,the competitiveness of the refining and petrochemical industry is analyzed by using Porter′s diamond theory model,the competitiveness of a refining and petrochemical company is analyzed in terms of key elements by using SWOT analysis model,and then the ideas and methods for enhancing the competitiveness of refining and petrochemical companies as well as the good innovative practices of this refining and petrochemical company for competitiveness enhancement are discussed.Based on SO,a new optimal management system is proposed for refining and petrochemical companies to strengthen top-level design and focus on both crude oil procurement and product sales while optimizing the production of units.Based on ST,the integration and synergy between upstream and downstream,the integration and synergy among industrial parks and the integration and synergy among companies are proposed to promote the end-to-end optimization and enhancement from all dimensions.Based on WO,innovative practices are proposed for refining and petrochemical companies to transform towards petrochemical refineries and green and low-carbon.Based on WT,some risk control measures are proposed for refining and petrochemical companies to cope with huge fluctuations in crude oil prices and prevent losses from large price drops.
