我国中小学教师流动的问题及对策——日本教师“定期流动制”的启示

摘要 教师的合理流动一直是促进基础教育均衡发展的关键,是实现教育振兴的必经之路。日本在基础教育阶段推行的教师“定期流动制”表现出流动的强制性、流向的多样性以及流动过程的规范性等特点,对于教育的稳定、教育质量的提高、教师的专业发展起到了积极的促进作用。基于此,为了解决当前我国中小学教师流动过程中存在的问题,应采取健全和完善教师流动制、建立主体多方受益的保障机制、采取积极的差异化策略以及注重宣传教育,增强教师流动的义务感等措施妥善解决,以推动我国中小学教师的合理流动。 The rational flow of teachers has always been the key to promoting the balanced development of basic education and the only way to realize the revitalization of education.The"regular flow system of teachers"implemented in Japan in the stage of basic education shows the characteristics of mandatory flow,diversity of flow,standardization of flow process,and significant flow effect.Professional development has played a positive role in promoting.Based on this,in order to solve the problems existing in the process of the current flow of teachers in primary and secondary schools in my country,it is necessary to strengthen the obligation of teachers'flow by improving and perfecting the teacher training system,establishing a guarantee mechanism for the benefit of multiple subjects,adopting active differentiation strategies,and focusing on publicity and education.It is necessary to properly solve the problem and promote the balanced development of basic education.
