变革与重塑:美国高校数字治理的实践路径与启示——基于亚利桑那州立大学的范例

摘要 数字赋能高校治理是高等教育数字化转型的关键议题和当前高校信息化建设的热点问题。亚利桑那州立大学基于提升大学的内生发展动力、支持大学规模的持续扩张以及促进可持续创新的治理转型目标,从适应性治理理念、分布式治理结构、开放式治理程序和防范性治理规范四方面着手以构建数字治理体系,并通过聚焦教师与学生两大主体、立足实际需求与效率安全、推动基础设施完善和产品开发、促进互动合作与实践参与等数字治理行动,有力地推动了大学的数字教学发展、数字管理系统的构建与运行、数字校园建设以及服务地区数字发展。基于亚利桑那州立大学的数字治理经验,我国高校数字治理应立足于高校的使命目标与发展需求,并采取长期规划与短期优先事项相结合、灵活敏捷与规范可控并重以及注重发挥技术主体的协同创新作用等路径,以推动数字治理实践。 Digital empowerment of university governance is a key issue in the digital transformation of higher education and a currently hot issue in the construction of university information technology.Arizona State University's digital governance goals focus on enhancing the university's endogenous dynamics,supporting the continued expansion of the university's size,and promoting sustainable innovation.Arizona State University builds a digital governance system from four aspects:adaptive governance concepts,distributed governance structures,open governance procedures and preventive governance norms.At the same time,digital governance at Arizona State University strongly promotes the university's digital teaching and learning development,the construction and operation of digital management systems,digital campus construction,as well as serving the regional digital development by focusing on the two main subjects of teachers and students,based on the actual needs and efficiency and safety,promoting the improvement of infrastructure and product development,and facilitating the interactive cooperation and practice participation and other digital governance actions.Based on the digital governance experience of Arizona State University,the digital governance of universities in China should be based on the mission objectives and development needs of universities,and take the path of combining long-term planning and short-term priorities,giving equal weight to flexibility and agility and standardization and controllability,as well as focusing on playing a synergistic and innovative role as a technical subject,in order to promote digital governance practices.
