摘要
[研究目的]关键核心技术对推动我国经济高质量发展、保障国家安全、增强国际竞争力具有重要意义。梳理关键核心技术识别的主要方法,总结现有研究存在的不足,可以为后续关键核心技术的相关研究提供借鉴和参考。[研究方法]首先对关键核心技术的概念和特征进行辨析;其次对现有关键核心技术识别方法进行归纳和梳理,总结现有研究存在的不足与问题;最后对未来关键核心技术识别研究提出建议。[研究结论]从概念特征来看,关键核心技术具有地位垄断性、研发长期性以及技术主导性的特征。从识别方法来看,现有研究方法主要包括四种:基于专家经验的方法、基于专利指标的方法、基于专利关系网络的方法以及基于文本挖掘的方法。未来研究需强化对关键核心技术基础理论的探索,从特征层面进行多源数据的融合,借助人工智能技术提升识别过程的自动化程度,并进一步细化关键核心技术的识别粒度。
[Research purpose]Key core technologies are of great significance in promoting high-quality economic development,ensuring national security,and enhancing international competitiveness.Sort out the main methods of key core technologies identification,summarize the shortcomings of existing research,and provide reference for subsequent research.[Research method]Firstly,the concept and characteristics of key core technologies are analyzed;Secondly,the existing key core technology identification methods are sorted out,and the shortcomings and problems of the existing research are summarized;Finally,suggestions are made for the identification of key core technologies in the future.[Research conclusion]From the perspective of concept definition,key core technologies have the characteristics of monopoly status,long-term R&D and technology dominance.From the perspective of identification methods,there are four existing research methods:the method based on expert experience,the method based on patent index,the method based on patent relationship network,and the method based on text mining.Future research should strengthen the exploration of the basic theories of key core technologies,integrate multi-source data from the feature level,improve the automation of the recognition process with the help of artificial intelligence technology,and further refine the recognition granularity of key core technologies.
