Analysis of the Mechanism of the EU-US Data Privacy Framework

围绕个人数据传输隐私保护机制,介绍《欧美数据隐私框架》的研究背景,并对其主要内容进行分析,包括欧盟委员会《欧美数据隐私框架的充分性决议》、美国商务部《欧美数据隐私框架原则》以及美方为框架配套的其他文件,提出通过双边或多边协议模式打通跨境数据流通,进一步健全完善出境数据全生命周期风险防范与安全管理。

Focusing on the privacy protection mechanism for personal data transmission,this paper introduces the research background of the European and American Data Privacy Framework,and analyzes its main content,including the European Commission's Resolution on the Adequacy of the European and American Data Privacy Framework,the US Department of Commerce's Principles for the European and American Data Privacy Framework,and other documents supporting the framework.It proposes to establish a bilateral or multilateral agreement model to facilitate cross-border data circulation and further improve the risk prevention and security management of the entire lifecycle of outbound data.
