摘要
2023年11月27日,中共中央政治局就加強涉外法制建設進行第十次集體學習。中共中央總書記習近平在主持學習時強調,加強涉外法治建設既是以中國式現代化全面推進強國建設、民族復興偉業的長遠所需,也是推進高水平對外開放、應對外部風險挑戰的當務之急。要從更好統籌國内國際兩個大局、更好統籌發展和安全的高度,深刻認識做好涉外法治工作的重要性和緊迫性,建設同高質量發展、高水平開放要求相適應的涉外法治體系和能力,為中國式現代化行穩致遠營造有利法治條件和外部環境。
On November 27,2023,the Political Bureau of the Communist Party of China Central Committee held its tenth collective study session on strengthening the construction of a foreign-related legal system.Xi Jinping,General Secretary of the Central Committee of the Communist Party of China(CPC),emphasized during the study session that strengthening the rule of law in relation to foreign affairs is not only a long-term necessity for comprehensively developing China into a strong nation and achieving national rejuvenation through a Chinese path to modernization,but also an urgent need for promoting the high-level opening up to the outside world and for coping with the challenges posed by external risks.From the perspective of better coordinating the two major domestic and international situations and better integrating development and security,it is necessary to deeply understand the importance and urgency of the rule of law in relation to foreign affairs,to build a foreignrelated rule of law system and capacity that is compatible with the requirements of high-quality development and high-level opening up,and to create favorable conditions for the rule of law and an external environment for the steady progress along the Chinese path to modernization.
