城区油气管道迁改技术措施探讨与实践

摘要 随着国民经济的发展和城镇化进程的推进,部分城区的现有油气管道制约了城市规划和开发,需对油气管道进行迁改。详细论述了城区现有油气管道存在的问题、油气管道迁改技术与管理措施。重点对以下内容进行深入的阐述:第一,预留管道、减少土地占用和高后果区、设计时考虑管道的经济性、将无人机及遥感技术和GIS技术应用于管道勘察与监测等规划设计内容;第二,开展施工现场智能工地建设、重视居民意见和关切、重视环境保护等施工管理内容;第三,实施一体化管理模式、“一线工作法”等项目管理内容;第四,传感技术在管道运行监测中的应用、采用大数据与人工智能评估管道风险等运行维护内容;第五,管道迁改技术措施案例实践。 With the development of the national economy and the advancement of urbanization,the existing oil&gas pipelines in have constrained further planning and development of some urban areas,making their relocation necessary.Detailed discussion was given on the problems facing urban oil&gas pipelines,technologies and management measures for oil&gas pipeline relocation.The following content will be elaborated in depth:first,the part on planning and design,involving reserving pipelines,reducing land occupation and high consequence areas,factoring the economic feasibility of pipelines in design,and applying drones,remote sensing technology,and GIS technology to pipeline survey&monitoring,etc.;second,the part on construction acceptance involving carrying out intelligent site construction,addressing the opinions and concerns of residents,and attaching importance to environmental protection,etc.;third,the part on project management involving implementing integrated management models and“method of first-line work”,etc.;fourth,the part on operational maintenance involving applying sensing technology in pipeline operation monitoring,and using big data and artificial intelligence to assess pipeline risks,etc.;fifth,the part on measures taken in the practice of pipeline relocation cases,etc.
