摘要
目的系统梳理公共卫生医师岗位胜任力特征指标,构建河北省疾病预防控制(疾控)机构公共卫生医师岗位胜任力模型,为公共卫生人才队伍的招收、培养及卫生人力资源的岗位胜任力现况调查和绩效考核管理提供参考依据。方法使用文献分析法和行为事件访谈法筛选出符合疾控机构公共卫生医师的胜任力指标,于2021年12月—2022年2月采用双轮德尔菲法进行指标舍取,最终形成疾控机构公卫医师岗位胜任力模型,并在2022年3—6月通过实证研究法验证模型的信效度和评价河北省疾控系统公卫医师胜任力现况。结果疾控系统公卫医师岗位胜任力模型由8个一级指标、63个二级指标组成。河北省公卫医师胜任力总体评分为4.051,排名靠前的一级指标是“职业精神”“公共卫生专业技能”,“科学研究能力”排在末位。结论本研究所构建模型属于疾控中心公卫医师通用胜任力模型,具有可靠性、创新性和实用性特点,信效度良好。此外,河北省公卫医师整体胜任力处于中等偏上水平,但科研能力和辅助性知识储备有待于增强,组织机构需及时采取措施,调动学习积极性,适时安排培训会议,全面提升胜任力水平。
Objective To systematically sort out the post competency characteristic indexes of public health physicians,build a post competency model of public health physicians in disease control and prevention institutions in Hebei Province,and provide reference for the recruitment and training of public health talents,the investigation of the current situation of post competency of health human resources and performance appraisal management.Methods The competency indicators that are suitable for the public health physicians in disease control and prevention institutions were screened using literature analysis and behavioral event interviews,and then a two-round Delphi method was used to round up the indicators from December 2021 to February 2022 to finally form a post competency model for public health physicians in disease control and prevention institutions.The reliability and validity of the model was verified by an empirical study from March to June 2022,and the status of competency among public health physicians in disease control and prevention institutions in Hebei Province was evaluated.Results The post competency model for public health physicians in disease control and prevention institutions consists of 8 primary indicators and 63 secondary indicators.The overall rating of the competency of public health physicians in Hebei Province was 4.051,and the top level indicators were"professionalism"and"public health professional skills",while"scientific research ability"ranked last.Conclusions The model constructed in this study belongs to the general competency model of public health physicians in disease control and prevention institutions,which is reliable,innovative and practical,and has good reliability and validity.In addition,the overall competency of public health physicians in Hebei Province is at a moderate to high level,but the scientific research ability and supporting knowledge reserve need to be enhanced.The institutions need to take timely measures to mobilize learning enthusiasm and arrange training sessions in a timely manner to improve the overall competency level.
