在经济逆全球化现象凸显,各国产业链竞争日益激烈的大背景下,为进一步提升产业链韧性和安全水平,我国出现了以地方政府和中央企业为主体的产业链链长制,作为指导产业和区域发展的一项政策实践。通过分析产业链链长政策的来源、概念、特点和现实意义,介绍链长制政策的基本情况。在重点针对地方政府产业链链长政策进行梳理的基础上,发现当前产业链链长政策在推行过程中,主要存在链长制行政色彩浓厚、各地重点推进的产业链趋同现象严重、政府与企业在“链长+链主”体系下职权不清和工作能力与推进模式需进一步提升等问题。为此,提出要厘清政府市场边界、发挥综合集成优势、引导区域错位发展和提升链长工作效能的对策建议。

Under the background of economic anti-globalization and increasingly fierce competition in the industrial chain of various countries,in order to further enhance the resilience and safety level of the industrial chain,China has proposed an industry chain leader system with local governments and central enterprises as the main body,as a policy practice to guide industrial and regional development.The basic situation of the industry chain leader system is introduced by analyzing the source,concept,characteristics and practical significance of the industry chain leader system.On the basis of sorting out the industry chain leader system of local governments,it is found that in the process of implementing the current industry chain leader system,there are mainly problems such as strong administrative intervention of the industry chain leader system,serious similarity of industrial chains promoted by various regions,unclear functions and powers of the government and enterprises under the"chain leader+chain owner"system,weak working ability and unscientific promotion mode.Therefore,countermeasures and suggestions are put forward,including clarifying the government market boundary,giving full play to the advantages of comprehensive integration,guiding the development of regional dislocation and improving the efficiency of the chain leader.
