乡镇政府公共服务能力:阐释框架与提升路径——以广西J市乡镇政府为例

Research on the Frame and Improving Path of Township Governments′Public Service Capacity:Based on the Example of the Township Governments of J City in Guangxi

乡镇政府公共服务能力分为潜在能力和有效能力,二者共同生成了乡镇政府公共服务的资源汲取能力、需求识别能力、政策执行能力和服务配置能力。基于地方政府公共服务能力构成要素及其理论内涵的阐释,构建乡镇政府公共服务能力结构图,以广西J市乡镇政府为个案研究对象,分析了乡镇政府公共服务能力的现存困境,并提出从权责界定、经费投入、绩效考核、多元参与、平台拓展等方面全面提升乡镇政府公共服务能力。

The township governments′public service capacity is divided into potential capacity and effective capacity,which together generate the resource absorption capacity,demand identification capacity,policy implementation capacity and service configuration capacity.On the basis of the theoretical explanation of the connotation and elements of the local governments′public service capacity,the structure chart of the township governments′public service capacity is constructed.Taking the township governments of J City in Guangxi as an example,this paper studies the dilemma of township governments′public service capacity,and puts forward some measures to enhance township governments′public service capacity,such as strengthening the scope of responsibility,improving the investment mechanism,optimizing the evaluation mechanism,guiding multi-party participation,building a sharing platform and so on.
