协同治理:长三角高校联盟的现实境遇、建构逻辑与运行机制

Collaborative Governance:Realistic Situation,Construction Logic and Operation Mechanism of the Yangtze River Delta University Alliance

沪、苏、浙、皖一市三省高校突破省域校际界限组建长三角高校联盟,是落实长三角一体化发展战略的现实之需,高校联盟运行遵循协同治理之径则是区域高等教育协同发展的内生规定性要求。观其现状,长三角高校联盟存在顶层政策供给缺位、联盟趋于“有组织的无序状态”、主体协同意愿偏离、协同监评弱化等现实困境,高校联盟迷失、松散、离析、失衡态势明显。面向未来,长三角高校联盟须有效嵌入协同治理思维,以协同治理目标、协同治理主体、协同治理路径、协同治理条件等要素结构为基础,厘清“为何-何谓-何为-借何”的建构逻辑,重构高校联盟协同治理新思路。沿循“前置-过程-后置”思维,建立入盟机制和组织机制、执行机制和调节机制、监评问责机制和退出机制,重建系统化长三角高校联盟运行机制。

The universities in Shanghai,Jiangsu,Zhejiang and Anhui break through the inter-provincial boundaries to establish the Yangtze River Delta university alliance,which is the realistic need to implement the Yangtze River Delta integrated development strategy,and the operation of the university alliance following the path of collaborative governance is the endogenous requirement of the coordinated development of regional higher education.Looking at the current situation,the university alliance of Yangtze River Delta has some difficulties in its operation,such as the absence of top-level policy supply,the alliance tends to be “organized disorder”,the subject's willingness to cooperate deviates,and the weakening of collaborative supervision and evaluation.The situation of the university alliance being lost,loose,isolated and out of balance is obvious.Facing the future,the university alliance of the Yangtze River Delta should effectively embed the thinking of collaborative governance,clarify the construction logic of “For what-Who-How-By what” and reconstruct the new thinking of collaborative governance of the university alliance based on the structure of elements such as the main body of collaborative governance,the goal of collaborative governance,the path of collaborative governance and the conditions of collaborative governance.Then,following the “pre-process-post” thinking,it establishes the mechanism of accession and organization,implementation and adjustment,supervision,evaluation,accountability and withdrawal,so as toreconstructs and systematize the operation mechanism of the university alliance of the Yangtze River Delta.
