摘要 大学是知识生产与创新、人才培养与培育的重要场所,学术性是大学的基本特性,在学术层面引入治理理论是教育治理理论的深化。当前大学存在过于追求效率、学术委员会运行不畅、学术治理内恰性有待提升等问题,原因在于大学学术治理的价值追求片面化、内部缺乏权力制衡机制以及传统的组织架构加剧了学术资源竞争。从治理理论出发,大学学术治理的逻辑起点应该是治理价值的回归,即要复位到对学术自由的保障与追求;大学学术治理的根本保障在于大学内部不同权力的协同,共同形塑良好的大学内部权力运作样态;大学学术治理的基本方向是构建学术共同体,做强以学术委员会为代表的学术治理体系,以学术共同体推动形成协同有效的治理局面,最终形成以“善治”为特征的大学学术场域。 Universities are important places for knowledge production and innovation,talent cultivation.Academic nature is the basic characteristic of universities,and introducing governance theory at the academic level is the deepening of educational governance theory.In the face of current problems such as excessive pursuit of efficiency in universities,poor operation of academic committees,and the need to improve the internal integrity of academic governance,the reasons are that the governance value and pursuit of academic governance in universities are one-sided,there is a lack of internal power balance mechanisms,and the traditional organizational structure intensifies competition for academic resources.From the perspective of governance theory,the logical starting point of academic governance in universities should be the return of governance value,which should be reset to the protection and pursuit of academic freedom;the fundamental guarantee of academic governance lies in the coordination of different powers within the university,jointly shaping a good internal power operation pattern;the basic direction of academic governance is to build an academic community,and strengthen the academic governance system represented by academic committees,promote the formation of a collaborative and effective governance situation through academic communities so as to form a university academic field characterized by“good governance”.
