近年来,国家和省级层面对碳达峰碳中和进行了全面部署,江苏省碳达峰碳中和科技创新专项资金对“双碳”科技创新发挥了重要作用。文章通过全面分析总结专项资金设立以来的管理情况,剖析组织与支持连续性的系统规划、地区差异的统筹考量、绩效评价和追踪评估机制完善细化等方面存在的问题,提出优化协调机制、推动协同创新、开展创新合作、提升项目管理、加强监测评估等对策建议,为加快推进江苏省实现碳达峰碳中和目标、形成未来低碳发展的竞争优势提供有效科技支撑。

In recent years,the national and provincial levels have made comprehensive deployments to achieve carbon peak and carbon neutrality,and the Jiangsu province carbon peak and carbon neutrality science and technology innovation special fund has played an important role in “double carbon” science and technology innovation.The article comprehensively analyzes and summarizes the management situation of the special fund since its establishment,analyzes the problems existing in the systematic planning of organizational and support continuity,the overall consideration of regional differences,the improvement and refinement of performance evaluation and tracking evaluation mechanisms,and proposes countermeasures and suggestions such as optimizing coordination mechanisms,promoting collaborative innovation,conducting innovative cooperation,improving project management,and strengthening monitoring and evaluation,to provide effective technological support for accelerating the achievement of carbon peak and carbon neutrality goals in Jiangsu province,and to form a competitive advantage for future low-carbon development.
