新型研发机构院企研发平台建设实证研究——以华南协同创新研究院为例

Empirical study on the construction of R&D platforms for new R&D institutions and enterprises:taking the South China Collaborative Innovation Research Institute as an example

建设院企研发平台是新型研发机构整合企业资源,提升自生能力的重要抓手。文章通过研究发现,平台建设数量已形成一定规模且趋于稳定,资金呈波浪式增长且能力稳步提升。不同领域的平台建设过程呈现集中性与分散性并存,建设质量偏向消费性领域。基于地方政府阶段性发展需求的变化,研究区域责任与自我造血要求的双提升和研发团队自生能力的提升需求3个主体层级的归因分析,得出注重层级主体的实质性评价,深化平台服务的支持性建设,偏重研发团队的匹配性建设的建议。

Building an institute enterprise R&D platform is an important means for new R&D institutions to integrate enterprise resources and enhance their self-sufficiency.The paper has found that the number of platform constructions has formed a certain scale and is becoming stable,with a wave like growth in funds and a steady improvement in capabilities.The process of platform construction in different fields presents a coexistence of concentration and dispersion,and the construction quality leans towards the consumer sector.Based on the changes in the phased development needs of local governments,this study analyzes the attribution of three main levels:the dual enhancement of regional responsibility and self generating requirements,and the enhancement of the self generating ability of R&D teams.Suggestions are drawn to focus on substantive evaluation of hierarchical entities,deepen the supportive construction of platform services,and emphasize the matching construction of R&D teams.
