山西省省级财政科研经费管理政策改革分析与对策研究

Analysis and countermeasures of policy reform of provincial financial scientific research funds management in Shanxi province

随着“放管服”改革在科技领域的纵深推进,山西省财政科研经费管理对照中央改革精神逐渐呈现出以信任和宽松为基础的“柔性化”管理特征,为更好激发全省科技创新活力、调动科研人员积极性奠定了扎实的政策基础。文章从省级财政科研经费管理优化完善的环境基础切入,系统回顾了山西省2014—2022年出台的系列政策,通过政策主要内容的纵向对比分析,结合工作实践探讨科研经费管理现阶段不同视角下存在的薄弱环节,提出相应的科研经费管理建议,助力科技创新活力得到充分有效释放。

With the deepening of the “streamlining administration and delegating power” reform in the field of science and technology,the management of financial research funds in Shanxi province has gradually shown a “flexible” management feature based on trust and looseness,in line with the spirit of central reform.This has laid a solid policy foundation for better stimulating the vitality of scientific and technological innovation in the province and mobilizing the enthusiasm of scientific researchers.The article starts from the environmental foundation of optimizing and improving the management of provincial-level financial research funds,and systematically reviews the series of policies issued by Shanxi province from 2014 to 2022.Through vertical comparative analysis of the main content of the policies,combined with work practice,it explores the weak links in research fund management from different perspectives at the current stage,and proposes corresponding suggestions for research fund management to help fully and effectively unleash the vitality of scientific and technological innovation.
