基于风险视角的危险品仓储事故应急物资配置优化

摘要 基于风险视角,研究了危险品仓储事故应急物资配置优化问题。提出了应急等待下的危险品风险度量方法,以总成本和总风险最小为目标建立了危险品仓储事故应急物资配置优化模型,应用NSGA-Ⅱ算法对模型进行求解,通过算例验证了方法和模型的有效性。算例计算结果表明,相较于考虑最晚应急时间最小或总应急时间最小的应急物资配置模型,本模型求解出的推荐方案能有效降低总成本和总风险。 The optimization of emergency response material allocation for hazardous material storage accidents is studied from the risk perspective.A risk measurement method for hazardous materials under emergency waiting was proposed,and an optimization model for emergency response material allocation in hazardous material storage accidents was established with the goal of minimizing total cost and total risk.The NSGA-II algorithm was applied to solve the model,and the effectiveness of the method and model was verified through numerical examples.The calculation results of the example show that compared to the emergency material response allocation model that considers the minimum latest emergency time or the minimum total emergency time,the recommended solution obtained from this model can effectively reduce the total cost and risk.
