数字乡村建设对农村居民收入消费双提升的影响

The impact of digital village construction on the dual-increasing of rural residents′income and consumption

基于2011—2020年我国30个省份(港澳台地区及西藏除外)的面板数据,采用双向固定效应模型和空间杜宾模型分析数字乡村建设对农村居民收入消费双提升的影响。研究发现:数字乡村建设对农村居民收入消费双提升具有显著的促进作用;城乡融合发展和农村居民人力资本是数字乡村建设影响农村居民收入消费双提升的机制变量;数字乡村建设具有显著的正向空间溢出效应;数字乡村建设具有普惠性,数字乡村建设与低人力资本组虚拟变量的交互项、低物质资本组虚拟变量的交互项的估计系数均在1%的水平上显著为正。据此,地方政府应进一步聚焦数字乡村建设以推进城乡融合发展、提升农村人力资本以弥合农村数字鸿沟,以及补齐数字发展短板以促进区域均衡发展等,以充分发挥数字乡村建设促进农村居民收入消费双提升的积极作用,推进乡村全面振兴。

Based on the panel data of 30 provinces(excluding Hong Kong,Macao,Taiwan and Xizang)in China from 2011 to 2020,this paper analyses the impact of digital village construction on the increasing of rural residents′income and consumption by using two-way fixed effects model and spatial Durbin model.The results show that digital village construction has significant promoting effect on the increasing of rural residents′income and consumption.Integrated urban-rural development and the rural human capital are the mechanism variables for the impact of digital village construction on the increasing of rural residents′income and consumption.Digital village construction has significant positive spatial spillover effects.Digital village construction has fair inclusivity,the estimated coefficients of interaction terms between digital village construction and the dummy variable of the low human capital and the dummy variable of the low physical capital are significantly positive at the 1%level.Accordingly,local governments are recommended to further focus on the digital village construction to promote the integrated urban-rural development,enhance rural human capital to bridge the digital divide in rural areas,close digital development gap for balanced regional development,in order to fully leverage digital village construction′s positive role in promoting the increasing of rural residents′income and consumption and comprehensively promote rural vitalization.
