易地搬迁脱贫人口稳岗就业服务链构建探究

A Study of the Construction of the Stable Employment Service Chain for Relocated Poverty-eradicated People

易地搬迁从根本上实现了精准脱贫的目标,搬迁群众在城镇务工或进入劳动力市场,正在改变以土地为根基的传统生存方式,完成向现代化农业转型的历史嬗变。脱贫人口稳岗就业不仅成为巩固脱贫成果,推进乡村振兴的重要课题,也是加快构建统一大市场经济体系的重要内容。本论文力图运用服务链理论,以易地搬迁脱贫人口为典型案例,在分析农村劳动力从传统农业生产方式转向现代就业方式存在突出问题的基础上,探索构建脱贫人口稳岗就业服务链的路径。本文认为,要以提升农村劳动力素质为核心,在稳链、拓链、补链、强链上发力,从价值创造、人力开发、法制保障、就业环境等方面创新政府稳岗就业工作体系,以期为各级政府提供决策依据。

Relocation has fundamentally achieved the goal of precise poverty eradication.Relocated migrants are working in cities and towns or entering the labor market,who are changing the traditional way of life based on land and completing the historical transformation to modern agriculture.So stable employment of the poverty-eradicated people has not only become an important mission to consolidate the achievements of poverty eradication and promote rural revitalization,but also an important part of accelerating the construction of a unified large market economy system.Using the relocated poverty-eradicated people as a typical case and analyzing the major problems of the rural labor force experiencing the shift from the traditional agricultural production to modern employment,this paper tries to use the service chain theory to explore the path to build a stable employment service chain for the poverty-eradicated people.It concludes that it is necessary to focus on improving the quality of the rural labor force,make efforts on stabilizing,expanding,supplementing and strengthening the service chain,and innovate the government s job stabilization and employment system from such aspects as value creation,human development,legal protection and employment environment in order to provide a decision-making basis for governments at all levels.
