摘要
实施基层学术组织绩效管理制度是助推大学实现战略目标的基础保障。基于制度逻辑理论,对S大学4个案例学院的绩效管理制度实践进行比较。结果发现,案例学院绩效管理制度的运行过程遵循着国家、科层、市场、专业这四重逻辑,分别代表着学院实施绩效管理制度所需的行动框架、行动决策、行动资源和行动共识。成熟的科层逻辑和多层的市场逻辑是绩效表现达到预期学院的共同条件,欠稳定和欠均衡的科层逻辑是绩效表现未达预期学院的相似成因,较强的市场逻辑能够分别为较弱的专业逻辑、科层逻辑提供有益补充。结论对于通过实施绩效管理制度来持续提升学院整体绩效和治理成效具有实践启示。
The performance management systems of basic academic organizations are the institutional foundation for promoting the university to realize the strategic goal.Based on the institutional logics theory,this study compared the performance management practices of four Schools at S University.The findings reveal that the state logic,the bureaucratic logic,the market logic and the academic profession logic are the four institutional logics for the operation of the performance management systems of basic academic organizations.These four logics respectively represent the action framework,action decision,action resources and action consensus.The mature bureaucratic logic and the multilevel market logic are the common conditions for basic academic organizations to achieve the expected performance.The understable and unbalanced bureaucratic logics are the similar causes which may lead to the basic academic organizations’failure to achieve the expected performance.The strong market logic could be the beneficial complement for the weak academic profession logic and the weak bureaucratic logic.The conclusion has practical implications for continuously improving the overall performance and governance effectiveness of basic academic organizations.
