企业环境影响评价与排污许可脱节现象应对策略探讨

Discussion on strategies for address the disjunction between enterprise environmental impact assessment and pollutant discharge permits

2017年,生态环境部印发《关于做好环境影响评价制度与排污许可制衔接相关工作的通知》,要求各地做好建设项目环境影响评价制度与排污许可制有机衔接相关工作,进一步提出了环境影响评价与排污许可之间衔接的重要性。部分企业,特别是在1990年之前建厂的老企业,会面临环境影响评价、排污许可和实际排污情况之间的不一致性[1]。因此,本文分析了原因,提出了解决策略,以保证这三者之间的一致性。这些措施有助于企业遵守环保法规,避免出现环境影响评价与排污许可脱节问题,从而确保依法排污、按证排污的要求。

In 2017,the Ministry of Ecology and Environment issued the"Notice on Doing a Good Job in the Connection between Environmental Impact Assessment System and Pollutant Discharge Permit System,"requiring localities to do a good job in the organic connection between the environmental impact assessment system for construction projects and the pollutant discharge permit system,further emphasizing the importance of the connection between environmental impact assessment and pollutant discharge permitting.Some enterprises,especially old enterprises established before 1990,may face inconsistencies between environmental impact assessment,pollutant discharge permitting,and actual pollutant discharge.[1]Therefore,this paper analyzes the reasons and proposes solution strategies to ensure the consistency among these three elements.These measures help enterprises comply with environmental regulations,avoid the disconnection between environmental impact assessment and pollutant discharge permitting,and thus ensure the requirements of legal and certified pollution discharge.
