医院科研物资采购管理信息化建设与实践

科研用试剂耗材存在“使用量小、需求品种多、质量要求高”的特点。传统的采购存在效率低下、质量难以保证、监管机制薄弱、采购流程难以追溯等困难。我们通过对一线科研人员、科研管理人员以及采购部门工作人员的访谈,系统总结了传统模式的流程及存在的弊端,并针对这些弊端,在充分分析现有采购模式的基础上,搭建了医院科研物资采购平台。医院科研物资采购平台的建立不仅提高了采购效率,有效保证了购买的产品质量,同时也规范了采购流程,实现了全程可追溯。我们对搭建步骤、采购流程建立以及我院平台运转状况进行了深入分析,这些结果将为采购平台的进一步优化以及其他科研单位物资采购平台的建立提供参考。

Reagents and consumables for scientific research are characterized by"small usage,manyvarieties,and high-quality requirements".Traditional procurement is with low efficiency,and is difficult to guarantee quality and to trace the whole process.We have systematically summarized the traditional procurement model through interviews with researchers,research managers,and staff of procurement departments.Through interviews with researchers,research managers,and staff of the procurement department,we have systematically summarized the process and drawbacks of the traditional mode,and chosen to build a Institutional Research Material Procurement Platform based on fully analyzing the existing procurement platform mode.TheInstitutional Research Material ProcurementPlatformnot onlyimproves purchasing efficiency and effectively guarantees the quality of purchased products but also standardizes the purchasing pro cess and realizes full traceability.We have conducted an in-depth analysis of the construction steps,the establishment of the procurement process,and the operation results of the platform in our institute,and these results will provide references for the further optimization of the procurement platform as well as the establishment of procurement platforms for other scientific research units.
