根据国土空间规划实施监测网络的定义及建设目标,以及参与主体及工作场景的不同侧重点,将其建设分为4个维度,包括聚焦国土空间规划业务,以需求和问题为导向构建应用场景,推动国土空间规划“一张图”实施监督信息系统全面升级;突破国土空间“智慧”关键技术,提前谋划研究新技术应用,实现关键技术创新;创新数据高效安全融合机制,探索国土空间治理制度,保障规划业务应用场景落实;营造国土空间开放治理生态,统筹“政产研学用”,实现国土空间规划实施监测网络的共建共治共享。在此基础上,结合国土空间规划实施监测网络建设的工作内容和过程,提出其建设面临的挑战及多主体参与的展望,以期为不同参与主体开展工作提供参考。

The construction of the China Spatial Planning Observation Network(CSPON)is reorganized from four dimensions based on the different focuses of participants and their work scenarios.(1)Focusing on spatial planning operation and constructing practical application scenarios guided by demands and issues can promote the comprehensive upgrade of the'Inteplan'information system for implementation and supervision of spatial planning.(2)Advancing the critical"smart"technologies in spatial planning involves a series of proactive approaches driven by specific demands to achieve significant technological breakthroughs that align with the evolving needs of spatial planning.(3)Innovating efficient and secure data integration mechanisms and exploring the institutional framework for spatial governance can ensure the implementation of planning operational application scenarios.(4)Creating an open governance environment for spatial planning can coordinate the cooperation of"government,industry,research,education,and application"and facilitate the"collaboration,participation,and common interests"within the CSPON.Finally,the challenges and prospects faced by CSPON construction are put forward,aiming to provide references for the relevant work of different participants.
